The guidelines outline the rationale and importance ofInterconnection and Access in general, and also the basis for regulatory involvement or oversight. The different forms of Interconnection in the PostalEnvironment are then explored together with specific recommended approaches for regulating Interconnection and Access Pricing, Cross-Border Interconnection, and new regulatory challenges such as Extraterritorial Offices of Exchange (ETOEs).
